The Times circulation was 376000, down 12% in a year and much lower than the high point of over 800000 in the 1990's.

It stands for independent press standards organisation and its job is to to listen to complaints and behaviour, help with unwanted press attention and other things.

Because they don't trust the newspaper industry to regulate itself.
